Program Overview

  • Illinois Solar for All (ILSFA) is a state program that brings the benefits of solar energy to income-eligible households, nonprofit organizations, and public facilities. Through the program, eligible participants can receive affordable solar installations and save money on electric bills. Illinois Solar for All makes solar installations more affordable for income-eligible residents, allowing more people to enjoy savings on their energy bills.
  • Residential Solar provides residents access to affordable on-site solar panels through our qualified and vetted solar companies called Approved Vendors. This state program also guarantees that participants will see savings on their energy bills.
  • Illinois Climate Bank secured a lawful award of an additional $33 million for Illinois Solar for All’s Residential Low-income Solar program as part of the U.S. EPA’s congressionally approved Greenhouse Gas Reduction Fund Solar for All Program. Funding will be provided to the Illinois Power Agency for program expansion.

Funding & Eligibility

Owners of single-family homes

  • Illinois Solar for All incentives come in the form of REC contracts with up-front payments to support the deployment of solar installations. Projects must result in a minimum of 50% savings on the generation portion of electric bills.
  • Must have an income of 80% or less of the Area Median Income (AMI). Landlords can apply for single-family homes they own if tenants are income-eligible.

Owners or managers of multifamily residential buildings

  • Illinois Solar for All incentives come in the form of REC contracts with up-front payments to support the deployment of solar installations. Projects must result in a minimum of 50% savings on the generation portion of electric bills for tenants or, if buildings are master-metered, show demonstrated benefit to residents.
  • Two- to four-unit properties: At least two units must be occupied by households with incomes of 80% or less of the AMI.
  • Five-unit or larger properties: At least half of units must be occupied by households with incomes of 80% or less of the AMI.
